At-a-glance: Ipswich Conservation Commission approves SPPs, COCs and a stormwater permit; several matters continued

At its June 17 meeting the Ipswich Conservation Commission handled a range of routine and contested items, approving some permits and continuing others to its July 8 session.

Permits and certificates: The Commission approved a Small Project Permit for test pits at 19 Dartmouth Road (motion by Commissioner Patrick Kriksceonaitis, seconded by Commissioner Karin Hawkinson). Full and final Certificates of Compliance were issued for 39 River Rd and 4 Riverside Dr after staff site visits and submission of required documentation. The Commission also approved a full and final Certificate of Compliance for 39 River Rd and conditionally approved Certificates of Compliance for 45 Heartbreak Rd and 115 Topsfield Rd subject to confirmation that erosion controls are removed.

Stormwater: The Commission approved the Stormwater Management Permit for 68 Essex Rd (Dietrich) after correcting drafting errors and adding an inspection condition (condition #13); Commissioner Karin Hawkinson moved to approve and the motion passed unanimously.

Enforcement and continuances: The enforcement matter for 103 Linebrook Rd (cutting and paving) was continued to July 8; staff will contact the owner to seek documentation and to discuss restoration options. Multiple ongoing Notices of Intent, certificates and small-project permits were continued to July 8 at applicants’ request, including 19 Waldingfield Rd, 88 North Ridge Rd, 70 North Ridge Rd, 214 High St, 40 and 42 Chattanooga Rd, and others. The Commission approved the June 3 minutes (five votes in favor; Commissioner Linda Riley abstained) and introduced Linda Riley as a new Conservation Commissioner. The meeting adjourned at 10:01 p.m.
