Commission approves NBZ/NDZ waivers and issues intent letter for 15 Eagle Hill septic; OOC to be finalized July 8

The Conservation Commission voted on June 17 to approve requested waivers for work in the No-Build Zone (NBZ) and No-Disturbance Zone (NDZ) for a proposed septic replacement at 15 Eagle Hill Road and to issue a letter stating the Commission’s intent to approve an Order of Conditions at its July 8 meeting.
Bill Manuell of Wetlands Land Management presented the septic plan and said the Board of Health had approved the design; he described a front-yard septic layout with new tanks and a pump chamber and described erosion control and backfilling procedures. Owner Alex Welch asked whether the Commission could act sooner because he needed a finalized approval to secure financing.
Chair Jennifer Hughes said the public hearing process requires the OOC vote at a scheduled meeting, but the Conservation Office can provide a “comfort” letter to document the Commission’s intent. The Commission then voted (motions recorded on the minutes) to continue the matter to the July 8 meeting for formal issuance of the OOC, to approve the requested NBZ/NDZ waivers, and to issue a letter stating the Commission’s intent to approve the OOC on July 8 to assist the owner’s financing timeline. All motions passed unanimously by roll call.
The Commission’s action does not issue the final OOC; staff indicated they may prepare a draft OOC for the July 8 meeting and that the owner should expect a final vote at that time.
