Gail (Steamboat Springs City Council) said the prior push toward acceleration felt rushed: "It was a rushed decision from my perspective with lack of the necessary information." Tom Leeson and others warned an annexation before master planning could divert resources from a careful planning process and shift decisionmaking dynamics. Emily Katzmann for the housing authority said an annexation-first approach "de‑risks the housing authority" but also "shifts a lot of the risk to the city council" because it would bypass a public ballot.
The steering committee did not take a formal vote on Barnes’s proposal. Facilitator Cale McMonagle ran temperature checks and summarized that the group would proceed with the longer road map leading to an annexation vote, while continuing to explore whether a smaller annexation could be pursued in parallel with additional communication and planning work.
Next steps: staff will present more detailed scenarios, contractor scopes and communication plans at the August meeting; no binding decision on Barnes’s proposal was made at this session.
