Montrose council approves preliminary 2025 levy for county certification amid falling tax capacity

The packet proposes putting about $500,000 into capital improvements for streets as part of the planning assumptions.
Council voted 5-0 to accept the preliminary levy for county certification. Staff and council members urged continued review and said the figure can be lowered in future budget meetings if circumstances change.
