Montrose council approves ARPA purchases, manhole repairs, cybersecurity and routine maintenance bids

ARPA purchases: Council authorized use of ARPA funds to purchase and install a City Hall generator from Midwest Electric and Generator for $14,365.88 and approved a $4,850 Joe Mox Siding bid to replace gutters and one leaking community-center window; staff reported $36,666.59 in remaining ARPA funds.
Public works contracts: Council approved contracts to perform 56 manhole repairs and associated road patching (Midwest Hot Mix and Phobe Construction) with funding drawn from street repair, storm/sanitary, and street-maintenance budgets. Council also approved a $7,238.91 Core & Main charge to replace a hydrant damaged by a semi; staff said the city will front the cost and seek reimbursement from the responsible insurer.
Cybersecurity/utility systems: In response to a state cybersecurity mandate affecting SCADA systems, council approved a $6,274 annual contract with InControl Inc. for wastewater treatment automation and cybersecurity services and separately approved a hardware firewall replacement at roughly $1,009.62.
Facilities and maintenance: After reviewing bids in the packet, council awarded Classic Cleaning the janitorial contract for the community center and City Hall; packet figures show Classic Clean priced at about $140 per community-center clean and roughly $365 per month for one weekly City Hall cleaning. The council approved these routine contracts and bids largely on unanimous voice votes.
Each of these approvals passed by voice vote (typically 5-0); staff said contractors indicated the work could be completed this fall where scheduling allowed.
