Board approves policy updates on meal charges, AI use, mandatory reporting and procurement thresholds

At its July 13 meeting the Vermillion School District 13‑1 board reviewed and approved a set of policy manual updates recommended by the policy committee and KSB Law.
On meal charges, administration presented a change to the district policy that would raise the negative balance threshold from minus $25 to minus $50 and remove language that guaranteed a courtesy meal when the threshold was met. The policy committee said the change reduces the number of students meeting the threshold and relies on the district’s support systems (foundation and targeted assistance) to prevent meal insecurity. As one presenter said, “we would move the threshold from a negative $25 to a negative $50 because that gives us time to help work with the students that might be having that issue.” (policy committee representative)
The board also accepted several new and revised policies required by state or federal changes: updated procurement thresholds (micro‑purchase and equipment acquisition thresholds raised), two GASB‑related accounting/reporting updates, a new ACH‑originator policy for electronic payment security, and updates to FERPA/education‑records language. The district revised immunization and medication self‑administration rules to reflect new state allowances (e.g., nasal spray) and added coaches to the list of mandatory reporters for child abuse.
The packet included new policies addressing staff and student use of artificial intelligence tools; administration described those as common‑sense rules to frame acceptable use and instruction for students and staff.
Administrators said these updates will be published in the policy manual and handbooks and are intended to bring local documents into compliance with recent law and auditing standards.
