Kirtland council approves economic development participation and a package of administrative measures

Kirtland — The Town of Kirtland’s council voted unanimously on Feb. 11 to participate in the Four Corners Economic Development program and approved a series of administrative measures intended to move several local projects forward.
The council approved participation in the Four Corners Economic Development program after a year-end presentation by Tim Gibbs. Councilor Trujillo moved the participation measure and Councilor Banks seconded; the motion passed on a unanimous voice vote. The presentation highlighted grant programs the town could pursue.
In other actions the council approved the Rushing subdivision after Engineer Dan Flack reviewed boundary details and potential town impacts. Councilor Trujillo moved to approve the subdivision and Councilor Banks seconded; the motion passed unanimously.
The council also approved revisions to a memorandum of understanding with San Juan County governing addressing responsibilities. Mayor Alex Uhl read changes made to section 8 of the MOU; Councilor Banks moved to approve the MOU with the changes, and Councilor Trujillo seconded. The council selected option 2 for the addressing public notice and approved the draft letter to residents.
On infrastructure spending, the council reviewed two Local Government Road Fund (LGRF) quotes for sidewalk replacement. After discussion about scope and the town’s share of costs, the council selected Hard Rock Builders to perform the work. "There was nothing major to report," Engineer Dan Flack said about system updates, adding that bid documents had been submitted for approval.
Operational and finance items approved included establishing a $100 petty cash fund for Town Hall and authorizing electronic payments for Town electric and gas bills to reduce check processing. Clerk Jonathan LaMone presented the petty cash proposal and the electronic-payment recommendation; both measures passed on unanimous voice votes.
The council moved discussion of the FY 2026 budget to the March meeting and discussed holding an additional budget session in April to review updated expense reports and last year’s figures.
The meeting concluded after a brief public-comment period in which resident Kimberly Miltier asked about the town’s relationship with Harper Valley; Mayor Uhl and resident Bob Bledsoe provided clarification. The council adjourned at approximately 6:17 p.m.
