Kirtland council approves agenda, public-records notice and Open Meetings Act resolution

The Town of Kirtland Town Council unanimously approved its Jan. 14, 2025 agenda and consent items, including the Dec. 10, 2024 draft minutes and the December 2024 financial report, during a meeting at Town Hall on Tuesday evening.
Clerk Jonathan LaMone explained that checks made out to him represented reimbursements when he uses personal funds to purchase items for the town; councilors asked whether a petty-cash procedure is feasible and discussed LaMone’s absence from the bank’s authorized-signatory list. Councilor Trujillo pressed for an audit timetable; LaMone said the outstanding audits are expected in February 2025.
Mayor Pro Tem Gilbert moved to approve the agenda; Councilor Warner seconded the motion and the vote was unanimous. Gilbert later moved to approve the annual Inspection of Public Records notice for 2025; Councilor Trujillo seconded and the motion passed by voice vote.
Mayor Alex Uhl read Resolution 2025-01 regarding the Open Meetings Act. Councilor Banks moved to adopt the resolution; Councilor Trujillo seconded and the council approved it unanimously.
Clerk LaMone also informed the council that funds received in August 2024 under LEPF will cover upcoming San Juan County Sheriff’s Department vehicle purchases, each below the $95,000 threshold; no formal vote was needed on that item. Councilor Trujillo moved and Councilor Warner seconded a $1,500 sponsorship for the San Juan County Mayor’s Ball; the motion passed unanimously.
The meeting closed at about 7:17 p.m. after a motion to adjourn by Mayor Pro Tem Gilbert and a second from Councilor Banks.
The council did not take final action on the Human Resources policy (it was postponed pending attorney review) nor on the Farmer’s Mutual Ditch Association funding request, which will be revisited during budget planning.
