Kirtland council reallocates ARPA funds to sewer forcemain replacement

KIRTLAND, N.M. — The Kirtland Town Council unanimously adopted Resolution 2024-12 on Dec. 10 to reallocate State and Local Fiscal Recovery Funds (SLFRF/ARPA) from an American Rescue Plan line item into the town's infrastructure account to support the Forcemain Three replacement project.
Clerk Jonathan LaMone told the council the transfer is required to obligate the funds by the end of the fiscal year and that the town must report and track the reallocation through the U.S. Treasury website. Mayor Alex Uhl said the move would help cover replacement work after recent line breaks and noted roughly $150,000 in replacement costs this fiscal year.
Councilor Warner made the motion to adopt Resolution 2024-12; Councilor Trujillo seconded. By voice vote the motion passed unanimously.
The council discussed whether the forcemain replacement would address breaks toward Farmington and the appropriate engineering scope. Mayor Uhl said the project is intended to repair and repurpose the line and to support pressure improvements.
Why it matters: The reallocation directs federal recovery funds to a capital infrastructure project meant to stabilize sewer service and address recurring line-break costs. Because SLFRF funds must be obligated and reported, the council's action moves the project from planning closer to implementation.
