Bratenahl council unanimously rezones former Bratenahl Center to create PRD.2, prepares property for auction

Bratenahl Village Council voted unanimously June 30 to approve five ordinances that rezone the former Bratenahl Center (the Barbara Byrd‑Bennett property) to establish a new Planned Residential Development District, PRD.2, in the village’s Planning and Zoning Code.
The package of ordinances — Nos. 4296, 4297, 4298, 4299 and 4300 — amended sections of the zoning code to add or revise definitions, clarify planning commission duties and insert references to a new Chapter 1163 establishing PRD.2. Each ordinance was moved, seconded and approved on roll call, with the seven council members voting "Aye." Mayor Keith Benjamin said the measures follow two full readings and three public open meetings on the subject.
"This was a big, big step and is probably the half point culmination of a lot of work that has been done by Council, by our Planning Commission, and a lot of input from residents over the last seven, eight months that we've been working on the rezoning process," Mayor Benjamin said, thanking Council, the Planning Commission and residents for their input.
Councilmembers who introduced and handled the individual ordinances included Councilwoman Joyce Burke‑Jones (4296), Councilman David Dews (4297/4299 joint duties), Councilwoman Tracy Hoefling (4298) and Councilwoman Gina Huffman (4299). Councilman David Kozinski introduced Ordinance 4300 establishing Chapter 1163 (PRD.2). The ordinances were declared emergencies as presented and adopted on third reading.
Mayor Benjamin said the next procedural step expected at the July meeting will be legislation authorizing the village engineer to prepare plans and specifications, which the Village intends to use to move the property to auction.
The ordinances amend the Planning and Zoning Code to create the PRD.2 district and to set out review roles and references for preliminary development plans; the ordinances themselves include emergency clauses as recorded in the council proceedings. Specific development standards, engineering specifications and auction timing were not set at the meeting.
