Mount Vernon council advances Justice Center, police station GMP and related appropriations

Mount Vernon’s City Council on July 13 voted to move forward on several capital projects, approving a construction‑management approach for the Justice Center, accepting a guaranteed maximum price package for portions of the new police station and making related budget transfers and appropriations.
Council suspended rules and adopted resolution 2026‑75 to authorize the safety service director to seek and select a qualifications‑based construction manager at risk (CMR) for the Mount Vernon Justice Center. Sponsor Councilmember Mahan told colleagues that a CMR will help move tenants out of the Plaza Building and accelerate construction work that committee members had previously discussed.
The body also added and adopted resolution 2026‑80, authorizing the safety service director to accept GMP package number 1 for specified police‑station components “to get the process started” and to order long‑lead items, a step council said was necessary after value engineering reduced overall estimates. Council discussion placed the GMP package at roughly $6,000,000 as part of a previously authorized project budget of about $29,000,000, though the council’s counsel clarified the earlier figure was an estimate and value engineering has lowered costs.
Council amended and adopted resolution 2026‑73 to create specific fund lines under ORC 5705.09(f) and ORC 5705.40 and then adopted resolution 2026‑72 to make supplemental appropriations into those lines. Sponsors said the new lines and appropriations will fund segments of a building remodel tied to water and wastewater systems and related site work.
Other routine fiscal measures passed at the meeting included resolution 2026‑76 (then‑and‑now payments, transfers and contract renewals including a $12,500 transfer for a condemned property demo at 305 West Pleasant Street) and resolution 2026‑79 (tax‑revenue budget certification to the county auditor). Councilmembers voted unanimously on the measures that were taken up under suspension of the rules.
What’s next: council scheduled no additional public hearings for the capital measures discussed July 13; procedural steps now move to implementation and contracting. The accepted GMP package and the CMR selection will be followed by procurement steps, contract execution and construction scheduling.
