Board discusses storm-surge resilience and NPDES reporting; staff to coordinate multi-agency planning

Mark Zordan presented the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report and said Lee County has reviewed and approved it; staff will submit the report to the Florida Department of Environmental Protection in advance of the Nov. 1, 2024 filing deadline. Zordan said the next permit cycle is anticipated in the fall but the timing is uncertain, so the district should continue compliance into Year 8.
Eric Long described an action plan to improve resilience to storm surge and climate impacts over the next five to ten years and proposed creating an advisory/review panel to coordinate with county and state partners. Long presented a hypothetical topographic scenario in which a 10- to 12-foot storm surge could flood roughly 45%–55% of the community, and asked the board to designate a board representative and staff or engineering contacts to help coordinate. The board reached consensus to have Mr. Long and newly seated Mr. Merrill assist and authorized Mr. Krebs to support as needed.
Counsel noted that some Army Corps ideas are available if funding becomes available and that intergovernmental coordination will be required. No formal vote on policy or funding for large-scale resilience projects was taken at the meeting; the discussion focused on planning and stakeholder coordination.
