River Ridge board appoints Keith Merrill to vacant seat, adopts officer slate

On Oct. 22 the River Ridge Community Development District board voted unanimously to appoint Keith Merrill to the vacant Seat 1 (term expires Nov. 2026). Chair Bob Schultz made the nomination; no other nominations were presented.
Notary and District staff member Cleo Adams administered the Oath of Office to Merrill at the meeting. District counsel Tony Pires and staff reviewed required ethics training, Form 1 filing, Form 8B voting-conflict memoranda and Sunshine Law obligations that apply to public officers.
The board also adopted Resolution 2025-01 to elect and remove officers as nominated by Supervisor Kurt Blumenthal. The slate approved included Bob Schultz as Chair; Terry Mountford as Vice Chair; Kurt Blumenthal, Robert Twombly and Keith Merrill as Assistant Secretaries. The resolution removed James Gilman as Assistant Secretary and left prior appointments for certain administrative positions unchanged.
All motions recorded in the minutes passed with unanimous votes; the board did not attach conditions or amendments to the appointment or the resolution. Staff noted additional onboarding and mandatory training obligations for the newly seated supervisor.
