Edgecombe County board authorizes NumbersLab pilot, several partnerships and waives multiple facility fees

On the NumbersLab pilot, a district staff member asked the board to authorize an MOU that would bring a Transcend implementer to live and work in the district for a six-week residency to co-teach, model instruction and collect implementation data at two sites. The staff member said Transcend's prior funding (a $5,000 contribution) would be used to pay the NumbersLab contract and that the arrangement is intended to develop lead teachers who could spread the model across schools. The board approved authorization to enter the MOU pending final attorney review.
The board also adopted a resolution authorizing a designated district representative to manage a new USDA District Learning Telecommunications Grant portal and the related reimbursements and reporting; the motion passed after being moved and seconded.
Separately, the board gave staff permission to proceed with a county partnership to reestablish an elementary-school basketball league, with final MOU language to return for attorney review and board approval.
The board approved two community-use fee waivers: one waiving the GW Carver National Alumni Association's rental fees for events on Feb. 14'15 (with routine custodian costs to be covered) and another waiving the application fee for use of the Tarver High School gymnasium by the family of Jim Brett for a funeral on Jan. 18, 2025 (family to cover required custodian costs). All motions were moved, seconded and carried by voice vote as recorded in the transcript.
What happens next: Staff will work with the county attorney and district counsel to finalize MOUs and bring final agreements back to the board for approval; the Transcend MOU is subject to attorney review and any necessary contract approvals.
