The Reno City Planning Commission voted unanimously on July 1 to recommend a master plan amendment and zoning map amendment for the 161.2‑acre Ladera Properties site along Old US Highway 395, forwarding the recommendation to city council with the condition that the item complete regional conformance review and any required tier changes.
Leah Piccati, associate planner, summarized the request: retain industrial designation on a portion of the northern parcel, add suburban mixed‑use (SMU) and a neighborhood‑commercial node fronting Old US‑395, and designate the majority of the southern parcel as parks, greenways and open space (PGOS) to be preserved in perpetuity. Piccati said that because SMU can allow a variety of conforming zoning districts and higher densities, the proposal would trigger a regional tier change (from tier 2 to tier 1) and must go through Truckee Meadows regional planning conformance review if council approves the recommendation.
Garrett Gordon, the applicant's representative, described the proposal as mostly a downzoning of a narrow industrial parcel and emphasized compatibility with surrounding uses. He told the commission neighborhood outreach drew little attendance and said NAB comments included support for the proposal. “We held a neighborhood meeting. Not 1 person showed up. NAB, not 1 person showed up. Tonight, not 1 person showed up,” Gordon said.
Commissioners asked clarifying questions about the annexation process (the southern parcel is currently in unincorporated Washoe County), the regional tier change process, and how PGOS and neighborhood commercial areas would be located relative to slope constraints and existing infrastructure. Piccati explained the multi‑step process: council ordinance introduction and adoption (for annexation and zoning), a council resolution for the master plan amendment, TMRPA conformance review, then governing‑board tier changes.
Commissioner Valto moved to adopt the master plan amendment resolution and recommend that city council approve the master plan and zoning map amendments subject to regional conformance review; Commissioner Delviar seconded. The motion passed unanimously.
Next steps: the commission's recommendation will be transmitted to city council for ordinance introductions and to TMRPA for conformance review; the annexation will be considered by council using an ordinance process if council chooses to advance it.
