Parks & Rec reviews 'Sounds of Summer,' bars coolers and approves food plans for fall events

The town manager told the board that open containers in public are prohibited by law and reminded members that beer and wine sales at the park are allowed only when managed by an approved nonprofit. "The board has approved that we have beer and wine sales in the park by a nonprofit," the town manager said, adding that staff can restrict outside coolers at events.
Board members directed staff to create and post signs reading "no outside coolers/no outside alcohol," to add that language to event flyers and to publicize the restriction on the town Facebook page. Staff and volunteers discussed practical enforcement: placing staff at four main park entry points and coordinating with police to politely redirect attendees with outside coolers.
The board reviewed logistics from the prior concert — seating, hand sanitizers and restroom placement — and agreed to buy additional chairs and table supplies as budget permits. A financial report showed the Parks & Rec budget at about $18,000 after adjustments; board members noted roughly $6,000 could be allocated for music at upcoming events.
On event programming, the board approved serving pizza at the back-to-school movie night and moved to order 20 pizzas split between two local restaurants; the motion passed. A member also moved to invite a local "dirty soda" vendor to the next Sounds of Summer event, and the board approved the invitation pending schedule confirmation.
Organizers also reported vendor changes and food-truck follow-ups, and noted South Houston Resource Center had requested a brief grant check presentation after receiving a Duke Energy award (a board member referenced an amount of roughly "$12,000"). Members asked staff to confirm popcorn and concession orders and to coordinate road closures and police coverage for large events.
The board closed the meeting with routine business and adjourned after a motion to end the session passed.
