College Corner readies ARPA road work, utility-billing switch and fiber installation

At the Feb. 12 meeting, the Village of College Corner received updates on several infrastructure and service items.
ARPA-Butler-Preble-Franklin Project: The administrator said the ARPA-funded project will begin within a few weeks and that county-line closures and detour signage will be used as needed. JWCI offered daily onsite oversight at a nominal fee; the village declined that service.
Utility billing and payments: The village will switch to Muni Link for utility billing and scheduled a software demonstration on March 10 at the village office. The village obtained a PayStar credit-card reader; the fee structure recorded in the minutes is $2.75 for payments up to $100 and 2.75% for bills over $100. The minutes specify the village does not retain these fees.
Broadband and facilities: The minutes say Ulta Fiber expects to complete installation to the village in June or July and anticipates crossing into Indiana shortly after. Barry reported debris removal and cleaning at the water treatment building and said new windows will be installed within weeks. Storm damage to the village office has been repaired.
Public comments and interlocal matters: Presbyterian Church Pastor Jeff Schrage said his property is being used as a shortcut and reported that a child was nearly struck by a vehicle; attendees suggested blocking the drive with chains or rope. West College Corner (WCC) Council President Emily Bourne outlined the WCC treatment-plant project schedule (prebuild meeting Feb. 19; bid opening March 5; bid recommendation March 10; hoped groundbreaking in July) and noted a sewer-rate increase is expected. Carol Kirkpatrick reported a water/sewer bill without consumption details; Gage explained how meter data is transferred and that the vendor change aims to improve consistency.
No formal council action on the ARPA schedule, utility vendor selection, Ulta Fiber timeline, or repairs was recorded in the minutes at this meeting.
