Big Bear City board adopts resolution updating purchasing policy after state raises public project thresholds

The Big Bear City Community Services District Board of Directors on Jan. 6, 2025 voted unanimously to adopt Resolution 2025-01, repealing Resolution 2024-01 and superseding the District's Purchasing Policy to reflect updated bidding thresholds under the California Uniform Public Construction Cost Accounting procedures.

Finance Officer Jeanette Prickett told the board that the State enacted AB 2192, which increased bidding thresholds for public projects effective Jan. 1, 2025, and that the District had previously adjusted its internal authorization level upward to $60,000 to match the prior CUPCCA limit. Prickett said staff requested the District's internal authorization limit be reduced back to $50,000; the Board voted to adopt the resolution as presented by a 5-0 vote (B. Rowe, J. Rowe, Russo, Walsh, Ziegler voting yes).

President John Russo also presented the Board's standing committee assignments for 2025. Assignments announced were: Administrative (Directors JoKay Rowe and Al Ziegler); Finance (Directors Bob Rowe and Larry Walsh); Sewer (Directors John Russo and Larry Walsh); Solid Waste (Directors JoKay Rowe and Al Ziegler); Water (Directors Bob Rowe and John Russo); and District representatives to the California Joint Powers Insurance Authority and ACWA JPIA (Director Larry Walsh) and the Bear Valley Basin Groundwater Sustainability Agency (Director John Russo). The Board's committee-assignment policy sets a minimum one-year term and prevents removal without a four-fifths vote.
