Board authorizes change orders totalling $65,881.55 for Cinderella/Pan Springs mainline replacement, cites tribal monitoring request

The Big Bear City Community Services District board on Feb. 3 adopted Resolution 2025-04 to authorize budget adjustments for change orders on the Cinderella/Pan Springs Mainline Replacement Project.
Water Superintendent Jerry Griffith said Water Systems Consulting requested an additional $56,877.50. Griffith said the increased cost resulted from a request by the San Manuel Band of Mission Indians for greater presence during monitoring and from the contracted archaeologist requiring additional on-site availability during ground-disturbing work. He also said El-Co Contractors requested $9,004.05 to cover realignment challenges and in-field mitigation related to ground issues.
Griffith told the board both change-order requests are within the project’s contingency parameters and that the total expenditure remains within the approved project budget. By motion of Director JoKay Rowe, seconded by Director Larry Walsh, the board adopted Resolution 2025-04. The vote was recorded as: AYES — Bob Rowe, JoKay Rowe, Larry Walsh and Al Ziegler; NOES — none; ABSENT — John Russo; ABSTAINS — none.
The two increase amounts combine to $65,881.55. The minutes note the requested monitoring increase resulted from a tribal request for greater presence during monitoring activities; the board did not record additional public comment or conditions tied to the approval in the minutes.
