Mifflin County commissioners approve $275,000 building purchase, library contracts and multiple grants

The Mifflin County Board of Commissioners on Tuesday approved a package of routine financial and capital items, including payment of the county’s accounts payable and payroll, several grant adjustments, and contracts for the Mifflin County Community Learning Center and library project.
Chair (speaker 1) read the accounts payable ($715,141.31), payroll ($501,076.73) and other fund disbursements and the board voted to approve payment of the bills. The deputy secretary also reported a beginning general account balance of $2,051,921.65 and total deposits for the period of $1,009,254.89.
The board ratified acceptance of PHMC grant #92012 and approved a third amendment to the cooperation agreement with Derry Township that increases the county’s contribution for the Nolan Drive bridge replacement by $61,462. Chair noted the bridge is the span over Buck Run and said the work will rehabilitate and replace the structure.
On community and social-service funding, commissioners approved allocations that will fund Shelter Services Inc., the local abuse network, Clear Concepts Counseling, and related human-services providers through CDBG and associated programs. Commissioners also approved a $7,641 modification to a food-recovery grant to clarify that Shelter Services Inc. — not the county — will be the entity using the food-storage equipment; staff said the Department of Environmental Protection requested the clarification in writing.
The board also approved a $5,068 liquid-fuels allocation to Decatur Township toward a paving project estimated at $230,445.
For the Mifflin County Library Phase 2 and the Community Learning Center Phase 3, commissioners approved a $21,125 proposal from Virtual Systems Group for the fire alarm system and a $27,762 HVAC proposal from NRG Building Services. They approved change order No. 1 to Mid State Construction — an increase of $1,971.59 — and accepted the lowest base bid from Glenn O’Habager for $702,475 plus Alternate No. 2 (+$46,000) and the base electrical bid from Mid State Electrical for $107,500 to move forward with phase 3. Chair said both bids were lower than earlier estimates for comparable work.
The board approved a purchase-and-sale agreement to acquire the Bexar Building for $275,000, backed by a county appraisal, with plans to demolish the existing structure and convert the site to parking serving the courthouse and nearby county offices. "This is the first step in acquiring the property and then leading to future improvements," the chair said.
Commissioners also authorized a $3,000 survey contract with Wrightland Surveying to survey three parcels for a planned walking-trail phase from the Stone Arch Bridge to the wastewater treatment plant, a step toward a longer trail that could eventually reach Victory Park.
