Resident urges lower speed limit near Rainbow Charter Park; council to study traffic mitigation

During public comment, a resident who identified himself as Rich told the City Council he is concerned about speeding on West 12th Avenue adjacent to Rainbow Charter Park and asked the council and police for help.
Rich said he has raised the issue with code enforcement and Corporal Adam Johnson and reported that speeders continue to travel through a dirt section of roadway near the park. He asked whether the city could lower the speed limit in that portion of the road to 5 mph, increase police presence for radar enforcement, and clarified whether the dirt portion is city‑owned (which would affect whether the city could pave it).
Council and staff responded that they would work with the resident, police and public‑works staff to develop a game plan that could include lowering the speed limit, traffic mitigation measures and enforcement. The chair encouraged continued coordination with department heads and Corporal Johnson. Staff agreed to explore options and to report back with a plan.
No formal action was taken; staff follow‑up was requested by council.
