The Borough Council of Helmetta on June 17 adopted a resolution authorizing implementation of an environmental workplan for the Former Helme Tobacco Boiler Building at 58 Main Street (Block 31, Lot 39.02).
The resolution authorizes French & Parrello Associates, P.A., acting through its Licensed Site Remediation Professional (LSRP), to conduct supplemental site investigations, NJDEP land-use permitting, soil characterization and remedial action planning, ecological evaluations if needed, and the related reporting and regulatory communications required to pursue remediation and regulatory closure. The action follows environmental investigations that identified areas on the property requiring further evaluation and possible remediation under New Jersey Department of Environmental Protection (NJDEP) rules.
Council documents filed with the resolution cite a May 28, 2026 proposal from French & Parrello outlining project management, LSRP oversight and technical tasks. The resolution directs the LSRP to set schedules, submit required permits and reports, and to coordinate directly with NJDEP and other agencies as necessary to advance the remediation. The resolution also authorizes borough officials — including the mayor, administrator, clerk, engineer and attorney — to sign documents and take actions needed to implement the workplan.
The resolution notes that funding for the work is subject to the usual certification and availability of municipal funds. The record included the resolution as part of the consent items adopted by motion at the June 17 meeting; the council approved the consent group by roll call vote.
