Airway Heights council: votes at a glance — March 3, 2025
Summary
At its March 3 meeting the council approved the agenda, several personnel and administrative items, a surplus equipment trade, a franchise transfer, and an ordinance establishing an affordable-housing fund; the WIC lease termination was authorized with one abstention.
The Airway Heights City Council handled a series of procedural and policy items and recorded the following actions and outcomes.
- Agenda approval: Motion to adopt the meeting agenda — passed unanimously.
- Consent agenda (minutes and resolution to authorize exchange of surplus personal property): Council approved; Fire Chief Mitch Metzger explained the city has a new engine and proposed declaring an older engine surplus in order to trade it to Adams County Fire District 7 for a work truck; council approved the trade unanimously.
- Council committee and board representatives: Staff proposed reinstating Councilmember Daven Perry to the public-works committee and removing Councilmember Hank Beinecker from that committee; the council approved the representative changes unanimously.
- Land-capacity analysis transmittal: The council authorized the chair to sign and transmit the land-capacity analysis to the county steering committee (unanimous). (See separate article.)
- Code compliance officer job spec and salary: Council approved the proposed job specification and recommended salary to reestablish a permanent code compliance officer; staff said contractor Craig Brandon will help train a new hire — motion passed unanimously.
- Public works director job description amendment: The council approved an amendment increasing management experience from five to ten years and eliminating the professional‑engineer requirement as a strict condition; motion passed unanimously.
- Termination of agreement with West Central Community Center (WIC space): Council authorized issuance of a notice of termination for the leased space used by WIC; motion passed with five yeas and one abstention. Staff will continue to work with WIC on relocation options.
- Transfer of franchise agreement (Zipley Fiber to BCE Holding): Council approved authorization for the franchise transfer and accepted a $5,000 administrative fee from the applicant; motion passed 5–1.
- Ordinance C‑1070 (affordable-housing sales-tax fund): Adopted on second reading to create a separate fund for proceeds from the previously adopted sales-tax allocation; council vote 5–1.
The council then opened public comment (no speakers) and went into a 30-minute executive session to discuss personnel and legal matters before adjourning.
