Airway Heights adopts ordinance creating dedicated affordable-housing sales-tax fund

Clerk/Treasurer Stanley Schubert presented the second reading of Ordinance C‑1070, which creates a separate affordable-housing sales-tax fund in the municipal code (chapter 3.33) to better track monies the city receives from an existing, previously adopted allocation of state sales tax for affordable and supportive housing.
Schubert said the council adopted the original sales-tax allocation in 2020 and noted the ordinance does not impose a new tax. “Since 2020 through 2025 year to date, we collected roughly $66,000 and that's continued to be collected each month,” Schubert said. He explained staff want a separate fund so the city can account more cleanly for receipts and council-approved expenditures for affordable or supportive housing within city limits.
Why it matters: a dedicated fund makes revenues and expenditures for affordable-housing projects easier to monitor and requires Council approval for expenditures from that fund, improving fiscal transparency. The ordinance was adopted on second reading with a council vote of 5–1.
Schubert and staff said the fund will centralize reporting and allow the council to see what funds are available before approving housing or supportive-housing projects. The council took no immediate spending action tonight; the ordinance establishes the fund and accounting structure for future appropriations.
