Edgecombe County school board approves contracts, budget amendment and insurance renewals

The Edgecombe County Public Schools Board of Education approved a series of contracts, a budget amendment and insurance renewals at its June 9 meeting.
Board Chair (role: Chair) opened routine business and the board moved through roughly 18 action items, approving vendor contracts for speech, occupational and physical therapy and other services. Motions to approve contracts for Speak Freely (speech‑language services) and Creative Mobility (physical therapy) were carried by voice vote. The board approved a contract with Kidspeak for speech therapy services in the amount of $230,000 for the 2025–26 school year and a contract with Kinetic Pediatric Therapy for occupational therapy services in the amount of $280,000 for 2025–26.
A presenter described a day‑treatment contract with Progressive Care Services; one presenter referenced an estimated amount of $155,000, while the motion recorded and approved by the board cited $125,000 for FY 2025–26. The board approved that motion by voice vote. The meeting record includes both figures; the board did not resolve the discrepancy in open session.
The board also approved additional speech‑service contracts to cover staffing shortfalls; staff described a combined estimated expenditure of about $525,000 for the suite of speech contracts needed because a single vendor could not staff all vacancies.
On budget items, a finance presenter outlined Budget Amendment No. 2 for FY 2024–25 covering state PRC funds and said the amendment increases total revenue by $469,142. After discussion the board moved to approve the amendment, and the motion carried by voice vote.
The board approved continuation of the district’s insurance programs for the 2025–26 policy year (July 1, 2025–June 30, 2026). The presenter said the largest recent increases were tied to property/fire coverage following the district’s addition of schools.
Several of the votes were voice votes with the chair announcing “motion carries.” The meeting included no registered public commenters and several consent‑agenda items were approved as presented.
The board also amended the agenda to add and then approve a Memorandum of Agreement (MOA) between Edgecombe County Public Schools and Edgecombe County. The board recessed into closed session later in the meeting under the North Carolina Open Meetings Law to consider personnel matters, consult with the attorney and review confidential student records (FERPA) and took several personnel actions in open session afterward that were reported as approved.
The meeting adjourned after routine board correspondence and brief discussion of a policy referral from NCAAE. The board directed that the NCAAE draft be shared with the policy committee and legal counsel for review before any further action.
