Maddox provided a conservative maintenance cost estimate of roughly $6,200 per year for routine services (lighting, landscaping and water) and said the $50,000 would cover routine maintenance for approximately seven years under that scenario. He also noted that the agreement clarifies insurance, warranty claims and the town’s hold‑harmless responsibilities following transfer.
Speakers in favor praised the volunteers and donors who built Hope Plaza and called the transfer a completion of a community legacy. Councilmembers discussed how to ensure long‑term stewardship and whether maintenance must later be budgeted if funds are exhausted. The motion to approve the addendum passed on a roll‑call vote.
