Paradise council adopts 'Paradise 2045' vision statement and guiding principles after public input

Planning director Susan Hartman and consultant Tanya Sundberg presented the draft Paradise 2045 vision statement and ten guiding principles, which staff framed as broad goals to guide subsequent policy, zoning and environmental analysis. Hartman said the outreach phase generated 189 responses and multiple event formats including surveys, pop‑up tables and a community workshop.
Sundberg said the general‑plan update will include a draft land‑use map, a revised zoning ordinance and an Environmental Impact Report; staff expects adoption of the full general plan in late 2028. The draft vision reads in part that in 2045 "Paradise is a charming mountain forested landscape…a strong sense of community," language some councilmembers suggested could be modified to "natural landscapes" if the word "forested" raised concerns about wildfire safety.
Council discussion acknowledged the modest survey response rate and urged broader participation in the next engagement set focused on land‑use policy. Councilmember comments emphasized preserving small‑town character and balancing replanting desires with wildfire safety; staff proposed minor wording adjustments if the council preferred. A roll‑call vote approved the vision and guiding principles (Resolution No. 2026‑43).
Staff said work will continue on land‑use scenarios and zoning updates, with community workshops scheduled through August and further phases into 2027 and 2028.
