Windy Hills code enforcement reports outages and growth in permits; council approves board appointments

Paul Eitel, Windy Hills’ Code Enforcement Officer, told the council that recent storms caused two significant LG&E power outages: one on Rudy Lane that downed lines and a tree, affected about 150 homes and closed the 4400 block of Rudy Lane for roughly 24 hours; another outage on Starcross Court affected about 30 homes. Eitel also reported a house fire that displaced a resident and two pets; the resident and pets are reportedly safe and being assisted by family and friends.
Eitel said the city has seen a rise in permit activity (interior renovations, additions, inground pools and driveway work) and noted increased contractor signage in rights-of-way that staff are addressing. He reported ongoing effort to survey sidewalks for ADA compliance and that residential rental inspections are expected to conclude by the end of May.
Separately, Mayor Roberts issued Executive Order 2025 appointing or reappointing three individuals—Mr. Steve Miller (term to Dec. 31, 2025), Mr. Ralph Williams (term to Dec. 31, 2026) and Ms. Martha Davis (term to Dec. 31, 2027)—to the Windy Hills Code Enforcement Board, as provided for under KRS 65.8801–65.8838. Councilwoman Helen Davis moved to accept the appointments; Councilwoman Kate Greer seconded and the council approved the appointments unanimously.
On sanitation, Mayor Roberts confirmed a one-year extension with Rumpke will continue as the city’s sanitation provider for the upcoming fiscal year beginning July 1. He told the public that rear-door pickup remains available from Rumpke for an additional fee (approx. $9.42/month) for eligible residents and applies to trash only, not recycling or yard waste.
