Windy Hills awards Flynn Brothers bid to expand Green parking; ARPA funds to be used

The Windy Hills City Council unanimously awarded a bid to Flynn Brothers to extend the paved parking pad on the Green. Councilman Steve Teaford reported four bids opened Dec. 6: 2YardPros $43,500; Flynn Brothers $44,500; Hall Construction $46,500; Libs Paving $47,500. Given the council's lack of experience with 2YardPros, Teaford and Mayor Roberts recommended Flynn Brothers.
Teaford moved to award the project to Flynn Brothers; Councilwoman Helen Davis seconded and the motion passed unanimously. The project will consume the remaining ARPA account balance ($13,119.96) with the remainder paid from the City's General Fund. The council directed that the bid contract be signed by Dec. 31, 2024, to comply with ARPA expenditure timing; ARPA funds must be expended by April 2025.
Teaford also reported related public-works updates: repair of the light fixture featuring “Rudy the Bear,” unlocked electrical outlets at city entrances for holiday lighting, planned installation of radar/solar speed signs, and a November snow event with salt costs of about $4,700.
