Windy Hills council holds first summary reading of proposed tree ordinance revisions, schedules April 14 second reading

Councilwoman Kate Greer moved and Councilwoman Helen Davis seconded a first summary reading of revisions to multiple tree-related ordinances (Ord. 12-04; Ord. 4 Series 13-14; Ord. 7 Series 14-15; Ord. 3 Series 16-17). The clerk read the summary and a second summary reading was scheduled for April 14, 2025.
Councilwoman Kate Greer moved to hear the first summary reading of proposed revisions to Windy Hills’ tree ordinances at the March 10 council meeting; Councilwoman Helen Davis seconded and the motion passed without discussion.
City Clerk Christine Haner read a summary stating the proposed changes affect Ord. 12-04 (passed 10-8-2012), Ord. 4 Series 13-14 (passed 2-10-2014), Ord. 7 Series 14-15 (passed 6-8-2015) and Ord. 3 Series 16-17 (passed 6-13-2016). The revisions would clarify the Tree Board’s composition and terms of office, outline operation and scope of work, and update ancillary rules governing planting, maintenance, trimming, topping, removal of trees and invasive species, nuisance trees and enforcement, including notification and the appeals process.
Councilwoman Greer had earlier described Tree Board goals to reduce planting barriers and to offer rebates for up to four eligible trees per resident; the council also announced an Arbor Day celebration on May 14, 2025. The clerk said a second summary reading is planned for the April 14, 2025 council meeting. No ordinance vote occurred at this session; the council set the procedural next step for April.
