Windy Hills to use $50,000 in state road funds, awards paving contract to Libs Paving

Mayor Dr. John Roberts opened a public hearing May 12 under KRS 174.100 on the proposed use of State Road Funds to pay for city street paving, telling residents the balance as of April 30 was $70,030.87 and the city expects roughly $36,000 more next fiscal year, leaving approximately $106,000 available.
Roberts said he would propose using $50,000 from the State Road Fund toward paving in 2025-26 and supplementing the remainder from city property tax revenues if the council adopts the budget in June. Councilman Steve Teaford said he supported leaving some funds in reserve while committing $50,000 to this year’s paving work.
The council reviewed a prioritized list of streets proposed for paving or repairs, including Windsong Way (to the circle), Bonfire Drive, Indian Ridge Road, Keith Springs Circle, Copperfield Road and Copperfield Court; Starcross Court was limited to curb repair and Coach Gate Wynde to restriping. Resident Jeff Feinberg asked for clarification about the extent of work on Windsong Way; Mayor Roberts said the city engineer’s further recommendations will wait until MSD assesses storm-drain and drainage issues and that the council will invite MSD to a future meeting to update the public.
Following the hearing, Councilman Teaford moved and Councilwoman Helen Davis seconded a motion to award the paving contract to Libs Paving Company, Inc. as the lowest bidder. The vote was unanimous among the five council members present and Libs Paving was awarded the contract.
The council noted that any final spending from the State Road Fund will be contingent on adoption of the 2025-26 budget at the June meeting. No schedule for work was provided at the hearing; the city indicated scope and timing will follow contract finalization and any MSD coordination on drainage.
