Windy Hills audit: auditor gives 'clean' opinion; city net position $2.86 million

Mr. Matt Huelsman, CPA and manager at Jones, Nale & Mattingly PLC, presented the City of Windy Hills’ audit for the fiscal year ended June 30, 2024 and told the council the independent auditor issued an unmodified, or "clean," opinion.
"The audit is 'clean' and the financial statements 'present fairly, in all material respects the financial position' of the governmental activities and funds of the City of Windy Hills," Huelsman said. He reported the city’s net position as $2,855,836 and total assets of $2,890,997.
Huelsman summarized key figures in the Management’s Discussion and Analysis: total revenues rose by $72,925 from the prior fiscal year, driven by increases in property tax collections, insurance premium taxes and interest income. Total expenses were $724,916, an increase of $24,622 largely attributed to higher road pavement and sanitation costs.
The auditor highlighted capital additions of $640,534 (paving from Road Maintenance funds of $181,813 plus $458,721 for a Path on the Green and city signs). He also noted cash and cash equivalents declined from about $620,000 to roughly $120,000 compared with the prior year, while the city reported no debt on its statements.
After the presentation, Councilwoman Suzanne Spencer moved to accept the audit; Councilman Steve Teaford seconded and the council unanimously approved the acceptance.
The audit report, supplemental management discussion, and notes will be posted on the city website and summarized in the December print newsletter, the council said.
