Windy Hills council adopts revised tree ordinance, expands homeowner rebates

The Windy Hills City Council unanimously adopted revisions to the city’s tree ordinances on April 14, approving Ordinance 25-01.
Mayor Dr. John Roberts said the "most notable improvement in the Tree Ordinance Revision was to add a tree rebate for up to 4 trees, rather than the current 2." The revisions consolidate and update multiple earlier ordinances (Ord. 12-04; Ord. 4 Series 13-14; Ord. 7 Series 14-15; Ord. 3 Series 16-17) governing the Tree Board’s composition, duties, planting and maintenance standards, and enforcement and appeals procedures.
Under the adopted changes, the explicit list of approved tree species was removed from the ordinance text so the Tree Board can publish and update a recommended list on the city website. Council members said the change is intended to make updates to the list easier without amending the ordinance.
Councilwoman Kate Greer moved for approval and Councilwoman Julie Theiler seconded. The clerk conducted a roll call vote; Greer, Paul Morris, Suzanne Spencer, Steve Teaford and Theiler each voted yes and the ordinance was adopted as Ordinance 25-01.
The ordinance summary read at the meeting says the revisions address planting, trimming, removal, invasive-species control, stump removal and public-nuisance standards, and reinforce notification and appeal procedures for enforcement actions. The adopted text will be posted by the Tree Board and the council indicated the board will publish the updated list of recommended trees on the city website.
No effective date was specified at the meeting; council members did not record further amendments or related implementation dates during the April 14 session.
