Windy Hills council to spend remaining ARPA funds on four parking spaces; approves radar speed signs and restriping

The Windy Hills City Council voted unanimously on Sept. 9 to expend the remaining ARPA funds—just over $13,000—to extend paving on the Green and add four parking spaces.
Councilwoman Helen Davis made the motion and Councilman Steve Teaford seconded. Council members discussed ARPA timing and compliance: ARPA funds must be allocated by the end of 2024 and expended in 2025.
Public Works reported Atlantic Construction Company, Inc. submitted a $7,700 estimate to restripe Ambridge Drive (from Rudy Lane to Westport Road); the council approved the estimate and directed staff to coordinate start dates and signage. Councilman Teaford also presented a proposal for two solar-powered, portable radar speed signs from Traffic Logix with installation, estimated at $8,000–$9,000. "These signs are solar, can be moved as we desire, and data can be collected regarding vehicle speed and time of day," Teaford said. Councilwoman Kate Greer moved to proceed with purchase and installation; Councilwoman Helen Davis seconded and the motion passed unanimously.
Public Works will arrange needed "No Parking" signs and a sign survey is ongoing. Council members also discussed speed-mitigation opportunities on Ambridge, Indian Ridge and Rudy Lane. A resident asked about tree removals on the Green linked to nearby construction; the council said the line of trees closest to Rudy Lane will be impacted as expected.
Next steps include vendor scheduling for restriping and speed-sign installation and continued coordination on the Green parking project; the city plans a town-hall strategic-planning meeting on Oct. 26.
