Windy Hills council approves July payments, paves streets and appoints interim code-enforcement officer

At its Aug. 12, 2024 meeting, the Windy Hills City Council approved routine financial and administrative items, discussed several public-works updates and unanimously appointed an interim code-enforcement officer.
On motions recorded in the minutes, the council approved the minutes of the July 15 meeting; approved July 2024 financial reports (profit & loss and balance sheet); and approved July checks totaling $62,067.93. Those motions passed without recorded dissent.
Councilman Steve Teaford reported that Libs Paving completed the listed road paving and the city anticipates a bill of about $113,000; the council expects to pay $50,000 from the road fund and the balance from the main operating account. Teaford said the council will discontinue the proposed drinking-fountain project on the Green because estimates and ongoing maintenance costs were too high; remaining ARPA funds will be allocated to smaller projects. He also said the city will investigate lighting complaints on Indian Ridge Road, add striping at Ambridge and Rudy Lane, consider a 15 mph sign for Old Stone and evaluate solar radar speed detectors for Indian Ridge.
Mayor John Roberts recommended Municipal Order, Series 2024-2025, No. 1 to appoint Martha Davis as Interim Code Enforcement Officer for the remainder of the term; the council voted unanimously to appoint Martha Davis, and she was sworn in at the meeting. City Attorney Timothy Mayer swore in Christine Haner as City Clerk/Treasurer following the earlier ordinance consolidation vote.
Resident Jeff Hormann raised a separate complaint about a neighbor's large falling branches; Councilwoman Kate Greer agreed to arrange an inspection by the City Arborist, Caroline Westfall. The meeting adjourned at 8:01 p.m.
