The Windy Hills City Council unanimously adopted Ordinance 24-25 #1 on Aug. 12, 2024, combining the previously separate non-elective offices of City Clerk and Treasurer into a single City Clerk/Treasurer position.
The council first conducted a second summary reading of the ordinance. Councilwoman Helen Davis moved to adopt the ordinance; during discussion Mayor John Roberts proposed amending the text to read: “The City Clerk/Treasurer shall be appointed by the Mayor with the approval of the City Council” so the language would align with state law. Councilwoman Davis moved to amend and Councilwoman Marianne Rademaker seconded. The amendment passed on a roll call vote with all six council members voting yes; the ordinance was then adopted as amended.
At the meeting Clerk Christine Haner reported the city will move property-tax collection in-house for the 2024 tax cycle; the PVA was notified and accounting support from CPA Charles Veeneman will continue. Haner said she will handle daily deposits beginning in October and will publish more details in the September newsletter. Mayor John Roberts noted the city is offering a 53% discount rate on the property tax bill this year to help offset new PVA assessments; taxpayers are expected to pay by Oct. 31 to receive the discount.
Christine Haner was sworn in as City Clerk/Treasurer at the meeting.
