APC recommends approval of Lennar Homes rezone after resident opposition; 11-2 vote

The Area Plan Commission on June 17 recommended approval of Z-3034, a petition by Lennar Homes of Indiana to rezone approximately 75.184 acres from Agricultural (A) to R1B for a proposed single-family subdivision of about 240 lots.
APC staff (Amanda Esposito) described the site and noted the Wabash and Tippecanoe Townships Land Use Plan supports medium-density residential (including R1B); staff recommended approval. Petitioner counsel Ryan Munden said the project follows a prior Lennar approval and highlighted amenities such as a pool and playground; he said the two roads referenced in planning documents are separate projects and County Highway coordination will occur during subdivision review.
Four nearby residents — Justin Roessler, Jennifer Roessler, Barry Sullivan and Lisa Bittles — spoke in opposition, raising concerns about loss of agricultural land, density, traffic increases on CR 600 N, drainage, and the age of the cited traffic study. In rebuttal, the petitioner’s counsel reiterated that road improvements were already planned independent of the subdivision and that drainage plans would be coordinated with the County Surveyor.
The APC recorded an 11-2 yellow-ballot vote recommending approval. The case will be forwarded to the Tippecanoe County Commissioners for a July 6, 2026 hearing.
