APC defies staff recommendation, forwards TRG West Lafayette rezone 12-1

The Area Plan Commission voted 12-1 to recommend approval of a rezone request by TRG West Lafayette, LLC (Z-3029) from R3 to NB, despite staff recommending denial because township land-use guidance calls for medium-density residential.
At its June 17 meeting the Area Plan Commission voted 12-1 to recommend approval of Z-3029, a petition by TRG West Lafayette LLC to rezone about 2.098 acres from R3 (residential) to NB (neighborhood business).
APC staff (Amanda Esposito) recommended denial because the recently adopted Wabash and Tippecanoe Townships Land Use Plan calls for medium-density residential rather than neighborhood business zoning. Petitioner counsel Chris Shelmon said the goal is a small retail component to serve adjacent apartments and noted pedestrian connections and trails in the concept plan. Commissioner Tom Murtaugh said neighborhood business components are essential to large neighborhoods and expressed support.
The APC recorded a yellow-ballot vote of 12 yes and 1 no; the matter will be heard by the Tippecanoe County Commissioners on July 6, 2026.
