APC votes to shorten public comment time to three minutes
Summary
The Area Plan Commission voted 13-0 to recommend a bylaw amendment reducing public speaker time at APC meetings from five to three minutes for members of the public; petitioners or their representatives would retain five minutes. Jackson Bogan presided over the Area Plan Commission of Tippecanoe County on June 17, where the commission voted 13-0 to recommend RESOLUTION 2026-05, trimming the time allotted to public speakers from five minutes to three.
APC staff member Ryan O’Gara told the commission the Ordinance Bylaws Committee proposed the change after noting both cities already use a three-minute limit; petitioners or their representatives would still have five minutes. Larry Leverenz moved to hear and vote on the resolution; Vicki Pearl seconded. The commission took a yellow-ballot vote and staff recorded 13 yes, 0 no.
The resolution is scheduled to be presented to the Board of Zoning Appeals next week. The change, if adopted, will take effect in July. No members of the public spoke for or against the amendment at the hearing.
The committee noted it would distinguish between petitioners and other public speakers in the amended bylaw: petitioners or their representatives retain five minutes; other commenters would be limited to three.
