Newburgh Board schedules hearings on stop sign and smoking law; names EBO administrator for Elmhurst culvert project

The Board introduced Introductory Local Law No. 4 of 2025 to add a stop intersection at Neversink Drive at Delaware Road and set a public hearing for Aug. 11, 2025 at 7:15 p.m. Councilman Paul Ruggiero made the motion to hold the hearing and the motion carried 5–0.
Town Attorney Taylor also presented a proposed local law to replace Chapter 152 ("Smoking") to address smoking of tobacco, cannabis, related products and use of e‑cigarettes and vaping on all town‑owned properties. The Board voted to hold a public hearing on the proposed local law on Aug. 25, 2025 at 7:00 p.m. (motion by Councilman Anthony R. LoBiondo; vote 5–0).
Mark C. Taylor presented a resolution opposing termination of the Newburgh‑Beacon ferry service; Councilman Scott Manley moved the resolution and it passed 5–0.
Separately, the Board identified Councilman Paul I. Ruggiero as the Responsible Local Official and Equitable Business Opportunities (EBO) Administrator for locally sponsored contracts receiving federal or state aid for the Elmhurst Avenue Culvert Replacement Project, with Councilman Anthony R. LoBiondo named as alternate. The motion passed with Ruggiero and LoBiondo recorded as abstaining and Manley, Politi and Supervisor Piaquadio recorded as yes (motion passed 3–0 with 2 abstentions). The item’s record notes that the designation is required to access and use the EBO web‑based reporting system for Title VI compliance reporting for federally or state‑assisted local contracts.
