Newburgh board authorizes public bidding for Meadow Hill sewer I&I mitigation project

The Town of Newburgh Board voted July 14 to authorize public bidding for the Meadow Hill Infiltration & Inflow (I&I) Mitigation Project, which the town said has received NYSDEC approval and is being readied for NYSEFC final review.
Town Engineer Patrick J. Hines described the work and schedule: plans and technical specifications have been prepared for public bid to begin July 17, 2025 with bid opening set for Aug. 28, 2025 at 11:00 a.m. The project calls for open‑cut replacement of approximately 1,500 linear feet of 8‑inch sanitary sewer main and replacement of 14 sanitary sewer manholes, plus trenchless cured‑in‑place lining of about 19,500 linear feet of sewer pipe and rehabilitation of 12 manholes.
Hines said one sanitary sewer manhole encroaches on private property; easement descriptions have been prepared and given to the Town Attorney to draft a temporary construction easement for that work. He also noted the project is associated with NYSDEC Consent Order #R3-20170425-81 and an NYSEFC Clean Water Project file (C3-5321-11-00). The board approved authorization to bid the project by unanimous vote (4–0; 1 absent).
The action moves the project into the procurement phase; the board record notes that final NYSEFC review remains pending and contract documents have been submitted for attorney review. The town will advertise the bid and receive proposals later this summer.
