Newburgh Town Board approves promotion, hires, contracts and routine budget transfers

The Town Board of the Town of Newburgh on July 28 approved a package of personnel, procurement and budget items at its workshop meeting.
Supervisor Gil Piaquadio announced the Board had conducted interviews and sought approval to promote Officer Jason Monti to sergeant, effective Aug. 18, 2025. Councilman Paul Ruggiero moved the promotion; Councilman Scott Manley seconded. The motion passed unanimously (Ruggiero, Manley, LoBiondo, Politi, Piaquadio voting yes).
The Board approved the town audit after Councilman Scott Manley moved to remove a $494.50 payment to Earth Care in error, producing an adjusted audit total of $1,488,744.16. Councilman James Politi seconded; the motion passed 5–0.
Jim Presutti, Commissioner of Parks and Recreation, requested use of Parkland Trust funds to purchase picnic tables. The Board approved taking funds from the Parkland Trust and awarded the sealed bid to Global Industrial, the lowest responsive bidder, for $30,120. The Board also approved a Recreation Department budget transfer of $13,500 to cover remaining camp‑bus costs.
The Board approved two Animal Control payments from the T‑94 account to Flannery Animal Hospital — $101.90 and $33.47 — as requested by Tracey Carvell, Animal Control. The Water Department received approval for a $10,000 transfer to cover unexpected pump‑station repairs after a request from Steve Grogan. Both measures passed 5–0.
Highway Superintendent Mark Hall requested hiring Brett Sullivan as a full‑time MEO H1 at the 2025 rate of $29.1792 per hour, with onboarding contingent on paperwork, fingerprinting and a CDL physical and testing. The Board approved the hire; the intended start date was listed as on or after Aug. 4, 2025.
All of the above motions were approved by recorded vote unless otherwise noted. The meeting adjourned at 7:28 p.m.
