Selectman recuses from gravel contract; manager to approve purchase under procurement policy
Summary
Highway Foreman Tim Brown presented three gravel quotes for general operations; the lowest bid was from Beattie Enterprises, prompting Selectman Shane Beattie's recusal and the decision to leave approval to the town manager under the procurement policy for purchases between $5,000 and $10,000.

Highway Foreman Tim Brown told the Lancaster Select Board he obtained three quotes for general-operation gravel and recommended buying from the lowest bidder. The bids were Beattie Enterprises at $10.30 per yard, Allen Bouthillier at $10.50 per yard (limited availability), and Carroll Concrete at $12.20 per yard.
Because the lowest quoted pit is Beattie Enterprises, Selectman Shane Beattie recused himself from the vote. The minutes show the board did not vote and instead placed responsibility for approval with the town manager under the town's Purchase & Procurement policy for purchases between $5,000 and $10,000.
The board also discussed road bans and the timing for posting notices as warm weather approaches. A resident asked whether the road ban notice would explicitly include roads in the compact area; staff said they would determine notice scope before posting.
The board did not take a formal vote on awarding the gravel contract at the March 3 meeting.
