Councilmembers pressed the Nampa Public Library director and board about this year’s proposed increase and whether the city should hold the library budget to FY26 levels. Council concerns focused on the share of non‑city cardholders (county or neighboring city residents) that use Nampa’s facilities and whether those users are being subsidized by city taxpayers.
Library director (on record at the meeting) said the board recommended a modest increase in nonresident fees but warned the increase could cause some nonresident patrons to not renew; staff estimated the fee change would produce only about $14,000 in additional revenue and that many library services depend on current staffing levels. The director noted the library participates in the LYNX consortium so Nampa residents can borrow items from other valley libraries and vice versa; that sharing reduces costs for collections and improves access.
Council asked for additional data—how many non‑city patrons use Nampa services, the county‑card revenue impact and transaction counts—so members could evaluate whether to raise nonresident fees or hold the city contribution flat.
Council also moved to remove a $12,000 NDC parking charge from the library budget pending clarification of parking arrangements; staff committed to return the requested usage numbers and to provide options before the August public hearing.
