He said staff submitted a revised HCP draft to U.S. Fish (regional staff) at the end of April and that U.S. Fish is reviewing the document; a two‑day working session with the port, city consultants and U.S. Fish is scheduled for late August to resolve final details. If the service finds the HCP acceptable, staff said NEPA and SEPA environmental review would begin this year and trigger broader stakeholder and public involvement.
Brad described budgetary allocations under the service agreement: in 2026 the total compensation available is limited to $200,000, with the city and port each providing $100,000; in 2027 total compensation is limited to about $245,000, and the city and port would split that amount. The committee discussed whether to place the item on consent; given the project’s long history and prior council familiarity, several members recommended consent. After a motion and second, the committee voted to forward Amendment 4 to the July 21 City Council consent calendar with a recommendation to approve and authorize the mayor to sign.
