A staff member presented proposed revisions to Tumwater’s council rules at a July 14 work session and the council agreed to send the updated document, in resolution form, forward for formal approval.
The revisions, staff said, split into clerical edits (grammar, numbering and capitalization) and modest policy changes. “This clarifies that we have moved to action minutes,” a staff member told the council, describing a shift from longer narrative minutes to concise action minutes intended to streamline recordkeeping.
Why it matters: the package removes fixed dollar amounts for travel and training so those items can be set through the annual budget, shortens some procedural constraints and updates how committee reports are listed to reflect current practice. Staff said the deadline for committee agenda submissions moves from Wednesday to Tuesday to improve agenda preparation efficiency and broadened which staff can support minute‑taking beyond the city clerk’s office.
Council members probed several details. On public records, the rules ask council members to notify the city clerk “immediately” when they receive a records request; council members pressed staff for clarity on whether that meant calendar or business days and raised practical concerns about vacations or medical emergencies. Staff told the council that the intent is an initial acknowledgement—“one to two days”—so the city can coordinate a timely response consistent with state statute, and suggested replacing the ambiguous term with language like “as quickly as practical.”
Staff also described editorial changes to section numbering and clarified the sanctions language to separate investigative steps from potential penalties. The packet removes references to cablecast in the online meeting platform section and updates streaming information to reflect current platforms.
The council did not request major substantive rewrites beyond section 28 (interpersonal conduct), which several members asked to revisit. After discussion, council members indicated they were ready for staff to prepare a redline and place the updated rules into resolution form for a future formal vote. The mayor reported verbal assent from multiple members to move the item forward.
Next steps: staff will return a redline showing the edits discussed and prepare a resolution for the council’s formal agenda.
