City awards $909,405 contract for Well No. 8 after waiving three‑bid rule

Wastewater Superintendent Beeson presented the scope and funding for the groundwater replacement Well No. 8 project and said the work includes a well house, electrical and control systems, pump pedestal and about 400 feet of 8-inch HDPE pipe to connect to an existing 12-inch line in Makati Park. The project was budgeted at $800,000 for FY26–27, but the low bid from Sorensen Gross Company LLC was $909,405.
Beeson said two bids were received on BidNet and that HRC provided a letter of recommendation supporting the award to Sorensen Gross. Council member Hanson moved to waive the city’s three-bid minimum because only two bids were returned; the council voted in favor on a roll call. The council then approved awarding the contract to Sorensen Gross at $909,405 and later approved a water-and-sewer budget amendment to increase the GL account 592-556-972 from $1,569,000 to $1,678,405 to cover the higher cost.
Council members asked about procurement process timing and confirmed staff used an open-bid process through BidNet. Beeson estimated, subject to DTE power and other scheduling, construction could be completed by November or December if utilities and site preparation proceed; he noted additional contractors and coordination would be required.
