The Jefferson County Finance & Rules Committee on May 26 sponsored and approved a series of resolutions and motions covering economic development, procurement, budget amendments, grants and appointments.
Several individual resolutions were introduced and sponsored without debate: a memorandum of understanding with the Clayton Chamber of Commerce to support the Bassmasters Elite Series (motion by Legislator Daniel McBride; second by Legislator Robert Cantwell); approval of the Mortgage Tax Report (motion by Legislator Steel Potter; second by Legislator Robert Ferris); appointments/reappointments to the Workforce Development Board (motion by Legislator Robert Cantwell; second by Legislator Philip Reed); authorization to execute the FY2023 Cybersecurity Grant Agreement (motion by Legislator Steel Potter; second by Legislator Daniel McBride); setting the time and place for a public hearing on the tentative 2026–2027 Jefferson Community College budget (motion by Legislator Robert Ferris; second by Legislator Philip Reed); and an amendment to county investment policies (motion by Legislator Steel Potter; second by Legislator Frances Calarco).
The committee also sponsored and agreed to an agreement with Granicus for a short‑term rental and occupancy tax management system (motion by Legislator Robert Ferris; second by Legislator Steel Potter).
On a motion by Legislator Philip Reed, seconded by Legislator Robert Ferris and unanimously carried, the committee approved a block of General Services Committee sponsored resolutions. Those items included authorization of an agreement with McFarland‑Johnson, Inc. for bidding and construction administration for general aviation parking lot improvements at Watertown International Airport; reappropriations for the purchase of a 2024 International dump truck and related budget amendments; highway department ledger coding review budget amendments; recognition and allocation of insurance recoveries in departmental budgets; Community Development Block Grant and housing improvement program budget actions; recycling and waste management insurance recovery allocations; recognition of a New York State Governor’s Traffic Safety Committee Child Passenger Safety Program grant and related budget amendment; and reappropriation of a NYS Division of Criminal Justice Services STRIVE grant award for the Sheriff’s Office.
Similarly, on a motion by Legislator Steel Potter seconded by Legislator Daniel McBride and unanimously carried, the committee approved a block of Health & Human Services Committee sponsored resolutions including agreements for rent for congregate meal sites through the Office for the Aging; an agreement with ACR Health for homelessness street outreach and related budget amendment; amendments to community services mental health program budgets and an amended agreement with the Mental Health Association; and a budget amendment related to the NYS Department of Health Lead Rental Registry Grant Program.
The meeting concluded with a motion by Legislator Steel Potter seconded by Legislator Daniel McBride to adjourn; the motion was unanimously carried and the meeting was adjourned at 7:54 p.m.
