Committee approves CityBus reallocation of more than $1 million in older federal transit funds

The Technical Transportation Committee on June 17 approved an amendment to the FY 2026-2030 Transportation Improvement Program to reallocate older federal 5307 funds identified by CityBus.
Doug Poad, staff to the Area Plan Commission, reported that CityBus reviewed its grants and identified unused funds in a 2024 safety and security camera project, described in the minutes as "over $1 million dollars available." CityBus proposed moving that funding to four projects: facility rehabilitation, miscellaneous support equipment, ADP hardware and ADP software.
Stu Kline, Tippecanoe County Highway Director, moved to approve the amendment; Bill Smith (INDOT) seconded. The motion was carried by a unanimous voice vote of the committee.
Why it matters: reallocating existing federal capital funds can allow transit providers to address more immediate facility and information-technology needs without waiting for new appropriations. The amendment adjusts how previously awarded funds will be spent but does not create a new grant award.
Next steps: the minutes record the committee's approval; staff indicated they will continue coordinating TIP programming with INDOT and will ask the committee for project suggestions for upcoming years.
