Walton council approves four ordinances on second reading; tax-rate measure passes first reading with one no vote

On Aug. 13 the Walton Common Council unanimously approved four ordinances on second reading — a cable franchise for Charter and new city policies on travel, equipment use and credit-card use — and advanced a tax-rate ordinance in a first reading after one council member voted no.
The Walton Common Council met on Tuesday and approved four ordinances on second reading, including a competitive nonexclusive cable franchise for Spectrum Mid-America, LLC d/b/a Charter Communications and new city policies on travel, equipment use and credit-card usage.
Council member Barb Farrow moved to approve Ordinance No. 2024-11, granting the franchise to Spectrum Mid-America d/b/a Charter Communications; Council member Sherry Gaskill seconded, and the roll call vote was recorded in favor by Council members Amy Long, Sherry Gaskill, Dan Martin and Barb Farrow. The council also adopted Ordinance No. 2024-12, a travel policy for city employees and elected officials, and Ordinance No. 2024-13, a policy governing city-issued equipment, each on second reading with unanimous roll-call approval after motions from Council members Amy Long and Sherry Gaskill, respectively and seconds by Barb Farrow.
Additionally, the council approved Ordinance No. 2024-14, a second-reading amendment to the city's policy on the use of city credit cards; the motion carried unanimously. All four of those measures were considered on second reading and were passed by the council during this meeting.
On first reading the council considered Ordinance No. 2024-15, which would fix the city's tax rates on real and tangible personal property for 2024 and on motor vehicles and watercraft for 2025. Council member Barb Farrow moved to advance the ordinance; Council member Sherry Gaskill seconded. The roll call vote on first reading was 3-1: Council members Amy Long, Sherry Gaskill and Barb Farrow voted yes; Council member Dan Martin voted no. The tax-rate ordinance was advanced on first reading and will require further action before final adoption.
Earlier in the meeting Major Bill Mark of the Sheriff's Department, Fire Chief Joey Vest and Matt Bogen of Cardinal Engineering read their monthly reports during the citizens' reports portion of the agenda. There were no council comments recorded following the ordinances.
Mayor Courtney closed the meeting by thanking attendees and noting the upcoming Old Fashion Day community event. Council member Dan Martin moved to adjourn at 8:55 p.m.; Council member Barb Farrow seconded and the motion carried by unanimous voice vote.
The council listed upcoming meetings on the agenda, including a caucus meeting Oct. 1 and a council meeting Oct. 8.
